A obra é dedicada ao maestro Satoru Yoshihara e à Sra. Akane Morimoto. A estreia ocorreu a 14 de junho de 2007 sob a direção de Satoru Yoshihara em Kitakyushu (Fukuoka, Japão). A composição consiste em duas partes: uma exuberante fanfarra de abertura é seguida por uma melodia cintilante que reflete o ambiente festivo. Graças ao seu carácter melodioso, ambiente animado e humor enérgico, Fanfare and Jubilation é muito adequado como obra de abertura e concerto.
