The large ballroom in the newly completed Vienna City Hall was to be opened on 12 February 1890 with a glittering benefit ball for the city's poor. Lots of flowers adorned the magnificent building and an extra stage was built. Two orchestras were present: On one side Eduard Strauss with his court ball orchestra and on the other Ziehrer with his world-famous Hoch- and Deutschmeister orchestra. The first piece on that occasion were the 'Rathausballtänze' by Eduard's brother Johann. From Eduard followed his new polka 'Das tanzende Wien'. That evening it became clear that Ziehrer's efforts exceeded those of the Strauss brothers. Ziehrer's waltz 'Wiener Bürger' contained an innovation in the way of composing of that time with trumpet signals, which should represent the coming and going of the civil guard.
